Alain St.Ange, the Seychelles Minister responsible for Tourism and Culture, is in Madrid leading a small delegation to the FITUR Tourism Trade Fair. He is being accompanied by Bernadette Willemin, Director for Europe for the Seychelles Tourism Board; Monica Gonzalez Llinas, the Tourism Board's Marketing Executive for its Spanish Office; and Maria Sebastian, the Spanish Marketing Manager for Seychelles European Reservation.
Spain remains a small but interesting market for Seychelles, and FITUR remains the main tourism fair for the region. With over 160 participating countries in this 2013 edition of FITUR, Seychelles continues to position itself as the destination for the discerning holidaymakers looking for a personalized tourism concept away from mass and charter tourism.
In Madrid, Minister St.Ange is also expected to meet with the Secretary General of the UNWTO, Mr.Taleb Rifai, to discuss the bid by the islands for a seat on the Executive Council of the UNWTO and the desire for Seychelles to see the Slave Ruins of their Mission Lodge as a UNESCO World Heritage Site.
He is also set to meet the South African Minister for Tourism, Mr. Marthinus Van Schalkwyk; the Zambian Minister for Tourism and Arts, Mrs. Sylvia Masebo; and the Zimababwe Minister for Tourism, Mr. Walter Zembi.

SADC summit sees resolve to move Madagascar forward

At a SADC extraordinary summit held in the margins of the 20th Assembly of the African Union in Addis Ababa, Seychelles Vice President Danny Faure has saluted the teamwork and resolve of SADC member states to move the Madagascar process forward.
The summit has endorsed the declarations by former President Marc Ravalomanana and President of the Transition, Andriy Rajoelina, not to stand in the forthcoming elections in Madagascar in the interests of the Malagasy people.
The Chair of the SADC Troika on Politics, Defense, and Security, President Jakaya Kikwete, commended the “groundwork” established in the mediation in Seychelles under the leadership of President James Michel and President Jacob Zuma of South Africa, and that those discussions had been a key milestone in getting the two leaders to take the right decision.
In his intervention on behalf of Seychelles President Michel, Vice President Faure highlighted the importance of continuing this support and momentum towards ensuring credible elections in Madagascar. He noted that the Indian Ocean Commission will be bringing over US$1 million to the support of the SADC process and organization of elections and that a liaison office will be established to coordinate this fund. The office will be headed by Ambassador Claude Morel, Seychelles' current Resident Ambassador to the Republic of South Africa, and to SADC and COMESA.
During the summit, SADC leaders also confirmed their resolve to bring a SADC contribution of US$10 million to support these elections.
The Vice President has also urged that SADC and AU accelerate the process for the lifting of sanctions and return of Madagascar to the SADC and AU family.
The Vice President is currently attending the African Union summit with the Minister for Foreign Affairs, Mr. Jean-Paul Adam, and Seychelles Permanent Representative to the African Union, Ambassador Joseph Nourrice.

It has now been confirmed that the President and the Chairman of the International Coalition of Tourism Partners (ICTP) are both flying to Seychelles to be present at the Official Opening Ceremony of the annual Indian Ocean Vanilla Islands Carnival.
Mr. Juergen Steinmetz from Hawaii, the current Chairman of the worldwide tourism organization, will be traveling to Seychelles with Mr. Geoffrey Lipman, the President of ICTP.
ICTP is a tourism organization bringing together tourism personalities as well and tourism boards and major tourism entities, which has grown its membership since its launch at World Travel Market (WTM) two years ago. ICTP works alongside the UN World Tourism Organization (UNWTO) and supports the works in tourism where green growth and quality remains the guiding operations mode.
Alain St.Ange, the Seychelles Minister responsible for Tourism and Culture, is a founding a member of ICTP alongside Juergen Steinmetz and Geoffrey Lipman.
On receiving the confirmation that both the Chairman and President of the organization are flying to Seychelles for the 2013 edition of the carnival, Seychelles Minister St.Ange said that he was appreciative of ICTP to be present at the event now listed as the “carnival of carnivals” where the best and most known carnivals of the world parade side by side, followed by cultural troupes from the Community of Nations. “Seychelles and the Vanilla islands staged an event where governments and tourism boards have the unique opportunity to showcase their own Unique Selling Points (USPs), their culture, and their people to the world through the gathered bank of press. For tourism organizations, the carnival in Seychelles is like a tourism trade fair, offering the opportunity for countries who are promoting themselves as tourism destinations the possibility to fly their flags and to highlight their USPs as they showcase their tourism potential through their cultural assets to the gathered press,” Seychelles Minister St.Ange said.
The Seychelles Minister went on to spell out the benefits of the membership of ICTP. “We all needed an organization that looks at tourism from the bottom up. ICTP remains a people’s organization for the tourism industry, the industry that remains a people’s industry. Together we can move goal posts and put into focus, areas of concern or points of interest from those who are actively involved in the industry. Seychelles as a country which is dependent on tourism, is proud to be a full member of ICTP the organization, and we encourage others to do likewise. Tourism is and remains the pillar of our economy, and we appreciate the importance of all serious tourism players to work together to help reposition our vital industry,” Minister Alain St.Ange said.

Seychelles tourism industry from Praslin and La Digue islands meet SHTA

Members of the SHTA, the Seychelles Hospitality & Tourism Association, from Praslin and La Digue islands met at a General Meeting at La Reserve Hotel on Praslin last Saturday.
The Praslin and La Digue tourism professionals meeting was organized for their industry’s association to be better updated on pertinent challenges their island members were being faced with. The Seychelles Minister responsible for Tourism and Culture, Mr. Alain St.Ange, accompanied by Elsia Grandcourt, the CEO of the Tourism Board; the Board’s Director for Administration and HR, Ms. Jenifer Sinon; and Mrs. Sabrina Agathine, the Head of Marketing from Air Seychelles had joined the Executive Board members of the SHTA for the Praslin meeting.
Mr. Louis D’Offay, the Chairman of the Association, said as he welcomed all the Praslin and La Digue members of the industry’s association, and that the association appreciates the importance of the islands of Praslin and La Digue. The association needs to better inform itself on the problems of the islands and above all to listen to them. Mr. Louis D’Offay gave an overview of the situation of the Seychelles tourism industry and the new challenges members felt they were today facing.
The floor was then open and the Praslin and La Digue hoteliers and Mr. William Rose, the Director of the Cat Roses Inter Island Ferry, brought up points they feel were having a negative impact of their businesses. From Inter island Air Access, the State of Curieuse Island facilities, illegal boat operators, cost for participating at tourism trade fairs, the over development of Praslin and La Digue, direct air access to Europe, new regulations for recruitment of foreign labor following the Mahe meeting with the PS from the Ministry of Employment, tourism budget, and the new Tourism Marketing Fund and social responsibility taxes were tabled and discussed.
Mrs. Sabrina Agathine, the Air Seychelles Marketing Manager, gave explanations on points raised and assured the industry members present that she would update the airline’s CEO on points seen as concerns by the industry, and Minister Alain St.Ange took time to react to the points raised during the discussions. Minister St.Ange said that he was on Praslin for the Praslin and La Digue meeting because the government believes in the tourism potential of the two islands and that the government appreciated the effort made by these island hoteliers and tourism entrepreneurs. Minister St.Ange assured that all their points raised had been noted and would be discussed further by his Ministry.
The Minister for Tourism also congratulated the Tourism Association for organizing the Praslin meeting for hoteliers and tourism entrepreneurs from Praslin and La Digue. He said that it remained important for the industry and for the government to remain connected with everyone sitting in the front line of the industry. The Minister thanked the association members for their openness and for being frank in addressing their concerns and challenges.
After lengthy discussions a resolution was adopted for the industry’s association, the Tourism Board, and the Ministry of Tourism to meet with Air Seychelles’ CEO to discuss the way forward and to better understand each other’s position. The association also resolved to writing to the government to seek representation on the Planning Authority as they all agreed at the meeting that Praslin and La Digue were losing their appeal because of new constructions approved by the Planning Authority where no consideration of the islands character as well as the negative impact on the environment was taken into account.
A Marketing Meeting of the Association and the Tourism Board is also to be called in the coming week to review the 2013 plan of action and the allocated budget. The tourism members from Praslin and La Digue also requested that a letter be sent to the Minister of Finance and to the Minister responsible for Employment to take up the lack of staff difficulties. They addressed the appeal by the country to support the new flight by Air Seychelles to Hong Kong but said that as they wanted to move to be ready with specialized catering needed for that new market new formalities to recruit foreign cooks made it too complicated because they today needed to convince the Ministry that this employee was suitable when it remains clear to them that they would not be spending the money to employ a foreign staff member if they were not an asset. They made it plain that they want to manage their establishment themselves and not be dictated by an officer in a Ministry trying to manage it for them.
The Executive Board of the Association also held a meeting on Praslin which was followed by a cocktail at the la Reserve Hotel at Anse Petite Cour.

China and South Korea to showcase culture in Seychelles carnival

The annual carnival of carnivals in Seychelles, the “Carnaval International de Victoria” will see China and South Korean cultures through these country's distinct interpretation of Taichi Dragon Chinese opera face and Korean Joseon dynasty Royal ceremony.
Amazing Chinese Sichuan opera performances recognized for their master of agility and grace will defy the art of flexibility and control orchestrating the face changing art.
Their ability to perform these astounding acts is rooted for centuries in the Chinese culture.
Amazing Chinese dancers and acrobats will perform daring moves that will be seen as pushing the limits of their creativity. They say that they will be capturing the carnival audience with their incredible talent of Dragon dance and Taichi combined with beautiful sound tracks and costumes.
South Korea on the other hand will present the Joseon dynasty Royal Ceremony. This is a re-enactment of royal ceremony from Joseon dynasty performed by Cham Art Company, a group of Korean traditional music and dance performers.
As they wind the streets of Victoria, the Korean traditional music and dance performers will dance and play traditional “Janggu” drums bringing a spectre of Korean traditional architecture and cavalcade of colours to the “ Carnaval International de Victoria.”
Combining “Taepyungmu” dance with a fusion of Janggu and Jaenggang sounds, the Korean delegation say that they are set to surprise the public in Seychelles.
On the day of the official opening of the carnival in Seychelles on February 8, the Korean delegation is set to perform 5 different Korean traditional dances.
The first one is “Korean Fan Dance,” which will feature 6 female dancers with two fans. The key points of this dance are the sound of opening and closing the fans with their beautiful shapes and patterns they create with fans and silhouette of Korean dress.

Korean performers confirm participation in Seychelles carnival

Chamart Company is a group of Korean traditional music and dance performers now confirmed to travel to Seychelles for the coming carnival starting on February 8. The Korean carnival team will dance and play traditional drum called “Janggu.”
During the opening ceremony of the International Carnaval of Victoria that is staged annually in the Seychelles, the Korean delegation will perform 5 different Korean traditional dances. The first one is “Korean Fan Dance,” featuring with two fancy fans in hands. Key points of this dance are the sound of opening and closing the fans, beautiful shapes and patterns they create with fans and silhouette of Korean dress.
During the carnival procession, they will be on their float decorated as Korean traditional architecture. There will be 3 other types of dances to be showcased during the procession. The first is “Taepyungmu” which is the dance of the King and the Queen in Joseon Dynasty praying for prosperity and wellness of the people.
The other ones are “Janggu Dance” and “Jaenggang Dance.” Janggu is a kind of drum which player wears on shoulder and strike with two sticks. The players also show dance performance while playing Janggu.
“Jaenggang” is the sound of small bells in Korean language. The origin of this dance is also from Joseon Dynasty which represents Korean people’s wishes for health, prosperity and happiness and the pride of living in the beautiful land of Korea.
The performance team has participated in various international cultural events in Canada, Qatar, China, Thailand, and Uzbekistan to name a few.
Julie Kim, Regional Manager of the Seychelles Tourist Office in Seoul, Korea will be traveling to Seychelles with the Korean delegation coming for the 2013 edition of the annual carnival in the Seychelles.

Wu Guohua the Managing Director, Market & Investment Cooperation Dept. for China-Africa Development Fund, and Mr. Chi Jianxin, the CEO of the CAD Fund, and their delegation who were on a exploratory working visit to Seychelles last week made time to visit a training session by the two Chinese lion dance instructors.
The two Chinese instructors are in Seychelles through cultural exchange cooperation between the Seychelles Ministry of Tourism and Culture and the Chinese Embassy. They are conducting daily classes at the Cultural Department at the National Cultural Center in collaboration with Mrs. Marietta Matombe of the National Troupe.
The cooperation in place at the different levels between China and Seychelles impressed the China Africa Development Fund delegation that spent time discussing with the two lion dance instructors in the presence of the Third Secretary of the Chinese Embassy in Seychelles.
Delegations of Seychelles Youths from different organizations have been spending time following the training sessions by the lion dance instructors. Some of the youths are being trained to participate in the coming carnival. China has made available the needed clothing disguise for the dance.

South Africa ready to party at Seychelles carnival

South Africa has confirmed that it is ready to party in the coming Carnaval International de Victoria in the Seychelles.
A delegation from the Cape Town Municipal of South Africa is now all set to travel to Seychelles for their third participation in the annual Carnival International de Victoria. South Africa has said that they are bringing to the mid-ocean Vanilla Islands carnival the true essence of African music and traditional costumes all the way from mainland Africa.
For months the Cape Town Municipal delegation has been preparing their come back to Seychelles with a carnival float of the African rainbow colors. “We will outshine our previous performances with South Africa’s blaze of colors, thundering music and exquisite dance moves. We will surely warm the hearts of the public,” a member of the South African delegation said to the press this week.
For the last two consecutive years South Africa has managed to capture the hearts in Victoria with their jovial performances, and with their sense of belonging with the Seychelles and its people. This is the benchmark set by the Cape Town Municipal delegation and they have now announced that they have set the ball rolling for the party to begin in Seychelles.
“Seychelles is now our second home, and going back to Seychelles every year to participate in the carnival is like “home coming. We are looking forward to meeting all our friends and the Seychellois community in general,” said Kader Miller, the South African’s delegation group leader.
The South African delegation will be accompanied by David Germain, the Seychelles Tourism Board’s Director for Africa and the Americas. The Cape Town Municipal Carnival troop told the press in South Africa that they are promising to bring another incredible journey of imagination to Seychelles on February 8-10.
INDIA TRAVEL AND TOURISM FAIR

SATTE Mumbai West is an addition to SATTE Delhi which offers the opportunity to capture the potential of travel and tourism in western India. This is one of the most important events in the travel and tourism sector in India and this year it was held from January 21-22 at the World Trade Center in Mumbai.
This fair is on a much smaller scale than the one in Delhi as it gives new destinations such as Seychelles a chance to capture more business from other potential Tour operators.
According to Ms. Doris Coopoosamy from 7 Degrees South, SATTE 2013 has provided 7 Degrees South with an excellent opportunity to meet with their Indian partners and develop new business opportunities.
“The Indian Market is very promising for the Seychelles and this year we have seen more interest from the Indian Tour operators looking for new destinations and eager to sell the Seychelles,” she said.
Stephanie Lablache, Senior Marketing Executive, gave an interview with Travel Talk TV about the Seychelles which is to be aired in two weeks time.
Mr. Subhash Goyal, Chairman of IATO, Indian Association of Tour Operators, visited the Seychelles stand and was delighted to see the participation of the Seychelles at SATTE. Mr. Goyal was in the Seychelles attending the Routes Africa Conference last year. Mr. Sudhir Patil, Director of Strawberi Holidays, one of the biggest tour operators in India, also paid a visit to the Seychelles stand.
The Seychelles Tourism Board, together with its committed partners will continue to push for visibility of the islands in India with the aim of capturing a fair share of one of the fastest growing outbound travel markets in the world.

The carnival of carnivals in Victoria, Seychelles, has become one of the city’s most popular and anticipated events. The carnival is held each year to celebrate the diversity of cultures within this small paradise on Earth. A uniquely Creole tradition makes the carnival very diverse, not in only culture, but ethnicity and religion as well. The carnival of carnivals has gotten bigger and better each year and has brought lots of attention to the Seychelles islands.
The carnival has developed into an annual fiesta which can be found in many different parts of the world. While Brazil, Rio de Janiero, Notting Hill, London, Trinidad & Tobago, and Port of Spain have been the most celebrated carnivals for centuries, surely none do so more heartily than the Seychelles islands, as they continue to make a splash in the world with a twist of their own. With a Seychelles theme in mind, Carnaval International de Victoria with its splendid diversity of racial harmony and “melting pot of cultures” promises a flair of the carnival of all carnivals.
The Seychelles’ Carnaval International de Victoria is held in the center of Victoria, and each year over a thousand Seychellois and tourists alike join together sharing good times to the sounds and sights of the carnival. Traditionally, the carnival is held over three days: Friday, Saturday, and Sunday and has been held annually since 2011 as the biggest street carnival in Seychelles with over 50 costumed entertainers, food vendors, and various bands and artists.
There are many traditions and customs associated with the 3 days to enjoy: images of sequined and bejeweled costumes, colorful headdresses, bands, entertainers, an array of dancers, world-class floats, and the general feeling of celebration and revelry. The carnival is also famous for its masquerade attire, in particular with masked characters parading through the streets enjoying the fun and engaging the children. Three days of fun abound in various locations in Victoria attracting spectators to another world in the fast-paced atmosphere of this one-of-a-kind event.
Although the 2012 edition drew the largest floats, however, nothing will overtake this 3rd edition of the Carnaval International de Victoria 2013. This year the carnival rivals some of the greatest color and charisma of carnivals worldwide with international floats from some of the world’s most famous carnival countries.
This year for the first time, Brazil will come out in full force, remaining true to its roots, and bringing the most intricate group of Rosas de Ouro Samba Dancers and Drummers.
While the Brazilians are showing off the hottest costumes and strutting their stuff, Notting Hill appears down the road with true Caribbean artistic flair pulling no stops for anyone and combining with Trinidad and Tobago to produce the sounds of the steel bands calypso and soca music and the spectacle of elaborate, carnival costumes.
The Carnaval International de Victoria 2013 aims to showcase a superb combination of colorful costumes and traditional endeavor - the general feeling of celebration and rivalry. Seychelles will surely be the world‘s most dazzling city for those 3 days, and there will be no better way to see the carnival than in downtown Victoria
The carnival consists of up to 20 different countries and cultures, as well as 28 local participants.
NEW TOURISM INITIATIVE IN THE MIDDLE EAST
Growing number of UAE visitors in Seychelles

Seychelles has been seeing the number of visitors from the UAE grow in numbers. The islands have two Tourism Board offices in the region, one sitting in the Seychelles Embassy in Abu Dhabi and their main office sitting in Dubai. This arrangement gives them a perfect working partnership with both Emirates and Etihad Airlines as they are based in the base cities of these airlines that are now serving the Seychelles with virtually two flights daily from each of these hub bases.
Seychelles has attracted both the nationals and foreign employees working in the Middle East. This has been easy for them with the increase in air connectivity, but also because of the no visa policy which enables holiday makers to decide at the last moment to book a holiday to this paradise destination. The Seychelles’ success in the Middle East has prompted a new initiative to get the islands even more known.
Omeir Travel Agency, the GSA for Air Seychelles, took the initiative to collaborate with Air Seychelles and the Seychelles Tourism Board Office, Abu Dhabi, to conduct a workshop and presentation of the islands to 42 of its strong travel consultants and managers in Abu Dhabi on Saturday, January 19, 2013.
The purpose of the presentation was three-fold:
-introduce the participants to the products and services of the Air Seychelles A330-200 aircraft. It now flies into Abu Dhabi four times a week and the flight only takes four hours.
-further acquaint them to the Seychelles islands as a destination for, not only honeymooners and couples intending to get married there, but to families who are looking for another world to go for their holidays.
-inform the participants about the exciting and recurring local events on the Seychelles calendar.
The agents were presented with the destination presentation which highlighted the location of the Seychelles, history, general information (one of which is that no visa is required to visit the Seychelles for all nationalities), culture, people, environment, establishments, activities, and USPs (Unique Selling Points). The various annual events were then introduced, namely the Carnaval International de Victoria which runs from Friday, February 8, to Sunday, February 10, 2013; Miss Seychelles 2013; Subios Festival of the Sea; and the Eco-healing Marathon.
The workshop has equipped Omeir travel agents with, not only a more profound knowledge of the destination, but has also created a strong interest for the Seychelles, thereby ensuring that they become Seychelles Ambassadors within their own workplace.
Ms. Esther, who heads the Seychelles Office in Abu Dhabi Office, emphasized that contrary to the widespread belief that the Seychelles are a luxury resort destination, the islands have facilities to cater to all market segments and budgets. As a result, the Seychelles Secrets website with its range of products was displayed.
The Seychelles Promotional DVD – another world - played at the end of the presentation gave all the participants a taste of what the Seychelles has to offer.
After the workshop, the Seychelles hospitality was extended to the participants in the form of its home-made banana and breadfruit chips.
The feedback received from the participants after the presentation was very positive, and a few indicated that they were already selling the Seychelles islands and would continue to do so in the future.

Seychelles prepares for Carnaval International de Victoria

A meeting was held at the ICCS Conference Center in Victoria on January 18, 2013 by Terry Carolla of the carnival production team, and Jimmy Savy, the Chief Executive Officer of the National Arts Council, in preparation for the upcoming Carnaval International de Victoria. The meeting was to formalize the routes and the running of the floats and ensure that the local participants were duly updated.
It was confirmed that the carnival procession will start at 1500 hours, and the starting point will be at Roche Caiman taking similar routes as was done during the second edition of the Carnaval International de Victoria.
All local and international floats will take the routes down Bois de Rose avenue, Francis Rachel street, turning right onto Palm Street, and finally down 5th Avenue where the carnival parade will end. This year additional stopping points have been introduced for the floats to showcase their skills and talents in the parade. It was also agreed on the amount of minutes for each float to perform in front of the VIP Stand and in front of the carnival float competition judges.
This year there will be three earmarked stopping points for the carnival floats: the VIP area in front of the National Cultural Centre building, the judges’ box in front of the Supreme Court Building opposite the Clock Tower, and a third one by the Orion Mall building on Palm Street. Each float will be given a maximum of two minutes at each stopping point to showcase their performance.
“To ensure that the public is not confined in a specific area while watching the carnival float procession, a decision had been taken for the floats to stop at these three designated areas around the town center of Victoria,” said Terry Carolla.
Terry Carolla was speaking at a meeting organized for local float participants at the International Conference to explain the logistics of the carnival procession on February 9.
“As a result of these new changes introduced for the procession parade, a road simulation of the carnival procession will be held on January 26, 2013 for the participants to be better briefed on the smooth running of the procession.”
For this edition all float participants will gather together into the Freedom Square for a DJ fiesta. Participants using vehicles will disembark at Caravelle House and walk their way into Freedom Square. All vehicles will be parked at the IDC Car Park after the float.
A pre-judging for all carnival floats will be held on Saturday, February 9 at 1100 hours, five hours before the procession begins.
The streets designated for the carnival parade will be closed at midnight on February 8 after the official opening of the Carnaval International de Victoria.

The Seychelles islands started its first day at SATTE on a good note with a courtesy visit from the Secretary General for the Ministry of Tourism in India, Mr. Parvez Dewan, who was presented with a small token from Seychelles by Ms. Lablache, a USB Coco de Mer.
The day continued with many potential buyers visiting the Seychelles stand and with promising business for the participating local partners. The Seychelles Tourism Board also met with some reputed media companies such as Lifestyle magazine and also gave an interview about howe Seychelles intends to promote itself in India which will be featured in the SATEE Newsletter.
After 3 days of attending the fair in New Delhi, the Seychelles delegation will head to Mumbai to hopefully gain more promising business opportunities.
The Seychelles Tourism Board firmly believes in the potential that the India sub-continent has to offer, and last year saw a small 2% growth over the previous year in terms of visitor arrivals. Celebrity Cruises, one of the leading cruising companies in the world, is considering offering special cruises to the Indian Ocean focused on the Seychelles in its 2013/2014 cruising program. This was revealed to the island’s founding President, Sir James R. Mancham, by Mr. Bernt Reitan, a former Chief Executive Officer of the American Aluminum Corporation, who is at the moment a member of the Board of Directors of Royal Caribbean Cruises headquartered in Miami, Florida, with which Celebrity Cruises is commercially associated.
Mr. Mancham met Mr. Reitan at the official dinner hosted on Monday, January 14, by Captain Costas Nestoroudis, Master of Celebrity Solstice, which is one of the most modern and beautiful cruise ships afloat today.
The founding President and his wife Catherine boarded the Celebrity Solstice in Auckland, New Zealand, on January 4, 2013 on a 14-day cruise which terminated in Sydney, Australia, on January 16, following visits to Tauranga, Akaroa, Wellington, Dunedine, Milford, Doubtful Dusky Sounds in New Zealand, and Hobart in Tasmania.
The 122,000-ton Celebrity Solstice carries some 3,000 passengers plus a crew of 1,200 officers, staff, and service personnel.

A lucky couple from the UK will be flying to Seychelles this year on a 5-star honeymoon package after the winner of the Brown & Newirth’s honeymoon competition to the islands was announced this week. The winner is a customer from the SWAG jewelers in Bromley, Kent.
The competition was launched in July last year and ran until December 31, 2012, whereby all couples buying a Brown & Newirth wedding ring in selected jewelry stores in London during the six months qualified for the draw.
The big prize was a 5-star honeymoon package to the Seychelles, worth up to £10,000.
The lucky couple will now fly to the Indian Ocean archipelago courtesy of the honeymoon experts, Turquoise Holidays, and will spend five nights at the award-winning spa resort, Banyan Tree Seychelles.
The prize includes a stay in a Beachfront Spa Pool Villa on half-board basis, flights from the UK, and airport transfers in Seychelles, a special “destination dining” experience (a private dining experience with a chef), and 2 90-minute spa sessions at Banyan Tree Spa Seychelles.

The Seychelles Tourism Board witnessed over the first and second editions of Carnaval International de Victoria an inflow of faithful sponsors and partners pledging their support and contributions to the success of the region's annual carnival that is staged in Seychelles. Their positive response contributed in shaping the carnival and in bringing it one step ahead of becoming the most talked about and coveted event on, not only being recognized in Seychelles as the island's main event, but also claiming its place on the Indian Ocean's annual calendar of events which has been pencilled in as events of importance on the world stage. As Seychelles and its co-hosts proudly announced that “we are ready for the third edition of Carnaval International de Victoria," the Seychelles Minister for Tourism and Culture, Mr. Alain St.Ange during an interview by the local media appealed for the carnival’s faithful partners and sponsors to board the carnival wagon and to rally behind such a remarkably internationally-recognized event.
“The carnival is not solely a Seychelles Tourism Board event, but it should become part and parcel of every Seychellois. The nation must take ownership of this event. The Seychelles Minister responsible for Tourism & Culture, Mr. Alain St.Ange, and the Head of the Ile Reunion Tourisme (IRT), Mr. Pascal Viroleau, met last week to discuss the coming carnival they are both co-hosting alongside Madagascar and Zimbabwe. The Indian Ocean Vanilla Islands carnival is set for the February 8-10, and it remains the unique carnival of carnivals where the best and most popular carnivals parade side by side followed by cultural troupes from the Community of Nations.
Pascal Viroleau was transiting Seychelles, and he made time to pay a courtesy call on Minister St.Ange at his Offices at the National Cultural Centre in Victoria.
The La Reunion delegation coming to Seychelles was discussed as was the number of foreign press and delegations attending the 2013 edition of the Carnaval International de Victoria. Mr. Viroleau will be addressing the annual press conference at the Constance Ephelia Resort and will be using this opportunity to showcase La Reunion in front of this large group of international press by showing a short promotional DVD of La Reunion.
Minister Alain St.Ange told the press after his meeting with Mr. Pascal Viroleau of La Reunion that every country and every government had a responsibility to showcase their people and their culture. The Seychelles Minister congratulated La Reunion for being proud of their people and jumping on opportunities to show to the world at large their own distinct culture and in so doing their culture.
“The annual Carnaval International de Victoria is an opportunity for tourism destinations to increase their own respective visibility. It is similar to a tourism trade fair but the added advantage here is that the large bank of press come to you and will write about destinations who are present and who are out to showcase their destination through their culture and through the people that stand behind their culture,” Minister St.Ange said.
The large La Reunion delegation is expected to fly to Seychelles on February 6 in time for the official opening of the carnival on February 8 in Victoria, the capital of the Seychelles.

Lion dancers from the Southern Chinese province of Foshan in Guangdong are in Seychelles to mount choreography with the islands’ youth for a lion dance carnival float. Chinese instructors, Joe aged 20 and his partner Jon 21, are working closely with Chinese instructor, Mrs. Lownam, Vocal National Choir Program to build a strong and dynamic team of locally-trained lion dancers.
Hip hop dancers and youth from the NRA are among the targeted group of young people composing the lion dance carnival float. Since their arrival in the country, Joe and Jon have been constantly liaising with the International Cooperation Director of the Culture Department to formulate a comprehensive working plan and start up their recruitment process for the lion dance.
The lion dance involves energizing dancers to mimic the lion’s movement. It’s often mistakenly referred to as dragon dance. An easy way to tell the difference is that a lion is operated by two people, while a dragon needs many people.
Since the age of 6, Joe had been performing the lion dance while his partner Jon started at the age of 10. Professionals in their domain, the 2 lion dancers are being put into an ardent task of turning a group of the Seychellois youth into lion dancers. Speaking about their technique Jon explained that “their movements combine together to become the lion.” Jon takes the front position mimicking movement of the lion’s front body.
He controls the eye lids, ears, and the mouth, as the movement of his legs represents the front legs of the lion, whereas Joe arches forward to form the back of the lion, and he controls its tail while his legs represent the lion’s hind legs. The lion dancers are in Seychelles as part of the bilateral cooperation between Seychelles and China. The training program is schedule to start on Monday, January 14, 2013 at the National Cultural Centre auditorium.

Seychelles sets the record straight on Mauritius’ claim of carnival fees

The Seychelles Minister for Tourism and Culture, Alain St.Ange has reacted to the article that appeared on Today Newspaper with regard to the payment requested from Mauritius to participate in the Indian Ocean Annual Vanilla Island's Carnival. "It is important to set the record straight to avoid any misunderstanding resulting from the article published or republished by the Today Newspaper on Tuesday, January 8, 2013," Minister Alain St.Ange said.
The article entitled "Mauritius undecided on participation at Seychelles Carnival" made reference to a sum of 100,000 euro requested by Seychelles for their participation, and that this remains their concern and was so far stopping them to participate. This article has resulted with local Seychelles media and international correspondents seeking clarifications on the “100,000 euros sponsorship fee” that the Mauritius Tourism Promotion Authority (MTPA) said it is “being requested” by the Seychelles Tourism Board for their participation into the third edition of the carnival.
Minister St.Ange explained that he personally wrote to the Mauritius authorities on their participation. "To participate in the annual Carnaval International de Victoria is free. There is no fee whatsoever to send a delegation to parade alongside the best and most-known carnivals of the world and together with cultural troupes from the Community of Nations. This was made clear to Mauritius and to every other country sending delegations to Seychelles for the carnival. I need to clarify that it is only countries offered to co-host the Carnival International de Victoria with Seychelles who are requested to make a financial contribution. This fee ensures that they have their logo on every marketing campaign and that their name appears on all carnival documentation. The countries who co-host the carnival also participate in the press conference and have the opportunity to sell their respective country to the gathered press attending the carnival. All the other participating countries, and there are many who make the trip annually, only have to pay board and lodging whilst in Seychelles and their own air travel costs," Minister Alain St.Ange said
The Mauritian authorities had requested that Seychelles consider granting them board and lodging under the bilateral cooperation between the two countries, however, this carnival is not covered under this bilateral cooperation. "It is important to note that the carnival organizing committee does not make provision under its budget to cover the cost for participating countries. Each country's delegation comes to this carnival of carnivals in Seychelles to showcase their culture, their people, and the unique selling points of their respective country. For tourism destinations, it is a way to be seen; it is a way to be more visible in front of press who do not know the destination and who would not just write about the destination otherwise. Seychelles promises maximum coverage to all participating countries. The co-hosts of the 2013 carnival are working together to ensure that the press delegations covering their carnival is more impressive year on year, and that the expected coverage will ensure visibility of participating countries," Minister St.Ange of the Seychelles said to questions from the press.
On the question of whether the Seychelles really wants Mauritius to be present at the carnival, the Seychelles Minister St.Ange said: "Yes, of course we do. This is why we have for three years consecutively been inviting them to be with us. They have always had the option to either only be a participant or be a co-host with Seychelles. We are saddened by this latest confusion arising about whether Mauritius will participate or not. The choice is theirs and theirs alone, but we should keep to facts and avoid printing untrue statements on the matter. We have always had the one story and proposal on the matter, and this the Mauritius authorities know well," Minister St.Ange said.

Seychelles goes through final rehearsals for carnival

The staffs at the Ministry of Tourism and Culture have been inspired by Seychelles’ traditional musical instruments for the upcoming Carnaval International de Victoria.
The musical instruments will played by some fifty staff members of the Seychelles Tourism Board and those from the Department of Culture. It was very apparent at the rehearsal on Tuesday in the ICCS Conference Center Car Park that the staffs of the Ministry are hyped up to join the carnival float for the three days when Seychelles welcomes the world to its shores. The staffs of the Ministry have said that they feel proud to be part of the fun-loving people of the world and that they will be swinging their way through the streets of Victoria during the Carnival Parade on February 9.
Preparations for the anticipated Carnival float have been in place for weeks already and final rehearsals kicked off Tuesday, January 8, at the International Conference Centre, spearheaded by traditional dance instructor Marietta Matombe from the Ministry’s National Troupe and Miera Savy, Director of International Cooperation.
The staff of the Tourism Board said that nothing could overcome the buzz while watching their carnival float parading with other carnival goers in 2012. For this 2013 edition, the Seychelles Tourism Board is merging with workers of the Culture Department to prepare for one of its biggest-ever carnival floats.
These final days are seeing the rehearsal where the carnival team will let the sounds of the instrumental music bring out the rhythm in them. Not only will they be learning the steps, but the most challenging part will be to attain the full swing of the rehearsal by tuning their traditional instruments to the upbeat of the songs arrangement, ensuring a flawless delivery on the big day.
Dancers and choreographer are prepared to sweat it out while a consume designer was on hand to ensure the dancers are perfectly fitted in their role. The Seychelles Tourism and Culture carnival float will join the over twenty confirmed local float for the parade. In the meantime, the Seychelles Tourism Board is waiting for confirmation from other local companies already registered and who are ready to showcase their company as supporters of the carnival.
Mr. Alain St.Ange, the Seychelles Minister responsible for Tourism and Culture, accompanied by Ms. Benjamine Rose, his Principle Secretary for Culture; Ms. Jenifer Sinon, the Administration and HR Manager at the Tourism Board; and Mrs. Raymonde Onezime, the Minister’s Special Advisor, were at the ICCS Conference Center Carpark to see for themselves the final preparations by their team members for the biggest popular event organized in Seychelles.
Minister St.Ange said after he left the rehearsals that he was happy to see the enthusiasm of the Ministry’s team members to be part of the coming carnival. “Seychelles is the host country; we have a duty to come out and show our commitment to the event that has helped us increase our country’s visibility in the four corners of the world. Participating adds to the color of the carnival, and it helps develop unity amongst company’s team members and amongst ourselves, the people of Seychelles,” Minister Alain St.Ange said.

A prime Seychelles hotel, the Le Meridien Fishermen’s Cove Hotel, was saved from last Thursday’s night blaze and is already back in business, operating on a very high occupancy level and receiving bookings as normal.
Analyzing the minor damages caused by the fire, Alain St.Ange, the Seychelles Minister for Tourism and Culture, had re-assured tour operators not to panic from this incident and to be assured that the hotel “survived the fire, suffering only minor damage to a restaurant.”
Minister Alain St.Ange said that it is “of utmost importance for Seychelles to echo the message that it had saved one of its top hotels, and a prime property situated on the island’s golden mile of Beau Vallon.”
According to the General Manager of Le Meridien Fishermen’s Cove, Mr. Mathieu De Tonnac, on the night of the fire the hotel was running on a high occupancy level, and that according to him, the fire was caused by an electrical fault.
“None of our hotel guests, associates, or other persons were injured. The affected restaurant, Le Cardinal, is temporarily closed for business. Arrangements have been made to relocate the restaurant in the hotel’s main lobby which commands a panoramic view of Beau Vallon Bay. The souvenir shops affected by the fire will continue to remain closed for a few weeks, while Le Bougeois restaurant and all other food and beverages outlets remain operational,” said Mr. Mathieu de Tonnac.
On the night of the fire, 58 out of the 68 rooms were occupied. Mr. Mathieu de Tonnac said that “Ten out of the guests from the 58 occupied rooms preferred to be relocated for the night of the fire, but most of them came back the following day when they had realized that everything was under control.”
Minister St.Ange advocated the sense of solidarity and team work of the staff who volunteered and rallied with the fire fighters to help save one of the countries’ prime properties.
“The fire should not discourage builders from using thatch for roofs, because using local materials give our hotels their Seychellois Creole authenticity,” said Minister St.Ange.
Minister St.Ange was accompanied on the visit by Mr. Dan Frichot, the Ministry Community Development Official; Mrs. Farisianne Lucas, the District Administrator for Bel Ombre; Ambassador Barry Faure, the Chairman of Seychelles Tourism Board; Mrs. Raymonde Onezime, the Special Advisor to the Minister; Mrs. Sandra Sabury, the Disaster Project Superintendent for Environment and Emergency Unit; and Mrs. Jennifer Sinon, the Director for Administration and Human Resource at the Seychelles Tourism Board who was replacing the Chief Executive of Seychelles Tourism Board, Mrs. Elsia Grandcourt.

Belgium is the latest European country to confirm their participation at the February 8-10 Carnaval International de Victoria. This spectacular unique event is staged annually in Seychelles and is this year being co-hosted by Seychelles, La Reunion, Madagascar, and Zimbabwe.
It is the Province de Namur of Belgium that will be flying the Belgium flag alongside those from the Community of Nations showcasing their country’s culture and people at the event now known as the “carnival of carnivals” because all the world’s best and most reputed carnivals all parade together followed by cultural troupes from proud nations from everywhere.
Mr. Christian Hebrant, the Chef de Cabinet from the Office of Governor Denis Mathen from the Province de Namur, has written to Alain St.Ange, the Seychelles Minister responsible for Tourism and Culture, to confirm Belgium’s participation. The request to have Belgium participate at the Carnaval International de Victoria was made to Governor Mathen by Minister St.Ange last year when the Seychelles Minister was on a working visit Belgium. It was at the Palais du Gouverneur that Governor Denis Mathen welcomed Minister Alain St.Ange and where they discussed cultural exchange programs and cooperation in hospitality training.
The Province of Namur is known for its group "Echasseurs" which walks and performs on stilts, and it is this group made up of some 17 Belgiums who will be traveling to Seychelles for the 2013 Carnaval International de Victoria, the Indian Ocean Vanilla Islands mid-ocean carnival.
Gouverneur Denis Mathen of the Province de Namur will also personally lead a delegation to Seychelles to be at the carnival as well as to continue of the discussions he and Minister St.Ange of the Seychelles have on the table.
“I am happy the Governor Mathen from the Belgium Province de Namur is coming to the carnival with a delegation of ‘Echasseurs.’ This is a new attraction for the 2013 carnival we are staging together with La Reunion, Madagascar, and Zimbabwe. The spirit of the melting pot of cultures remains alive and kicking as we see delegations upon delegations from North and South America, Europe, Africa, and Asia confirm their participation in the Vanilla Islands Carnival that we stage on the equator for the world to showcase their culture and their people,” Minister Alain St.Ange said.

Seychelles produces case study of e-Government program

To promote knowledge-sharing to advance the development of information and communication technology (ICT) and e-Government, the government of Seychelles' Department of ICT is collaborating with the Commonwealth Secretariat to produce a case study of its e-Government program in January 2013. The aim is to share Seychelles' development experience with other small states in the Caribbean and the Pacific which have some similar characteristics with that of the Indian Ocean state.
The Principal Secretary, Mr. Benjamin Choppy, who is responsible for the Department of ICT (DICT) under which the e-Government portfolio falls, said that it is an honor and privilege for the work of DICT to be internationally recognized by the UN and the Commonwealth. "Especially when it is an all-Seychellois team of whom many are still in their youth," he said.
The case study initiative was launched following a presentation at the Commonwealth Secretariat in London, UK, on November 19, 2012 by the government of Seychelles on its e-Government strategies to improve connectivity, transform government processes for efficiency gains, and deliver e-services. The Director General of the Information Technology of Department of ICT (DICT), Mrs. Lanka Dorby, made the presentation at the conference on “e-Governance in Small States.”
The event was attended by representatives from Microsoft, the Commonwealth Telecommunications Organization (CTO), the Commonwealth Network of IT for Development (COMNET-IT), the government of Malta, and high commissioners from 30 commonwealth small states to discuss how ICT could be used to facilitate improvements in public financial management, anti-corruption, and service delivery.
Seychelles is making great strides in ICT development, and this is reflected in its top ranking in Africa in the United Nations Public Administration Network's (UNPAN) e-Government Index (2012) and the International Telecommunications Union's (ITU) ICT Development Index (2012).
Further development in ICT can be anticipated now that Seychelles is linked to a submarine fiber-optic cable.

As we start 2013, Alain St.Ange, the Seychelles Minister responsible for Tourism and Culture, has congratulated the islands’ Tourism Board for not only achieving, but exceeding, the 7% increase in visitor arrival figures as set for Seychelles at the Tourism Board’s 2011 marketing meeting held at Le Meridien Barbarons Hotel.
“It was at the 2011 December marketing meeting at Le Meridien Barbarons, attended by the Heads of the Tourism Board, members of the islands’ private sector, all the Tourism Board’s overseas directors, and the heads of Ile La Reunion Tourism, that the forecast for the visitor arrival target for 2012 was called. Today, we can all see that the Tourism Board had not only been realistic with their forecast, but that it had proposed a well-calculated plan of action for developing Seychelles tourism when they knew that the main markets for Seychelles were suffering from their own economic difficulties. It is easy to take the efforts of those in the frontline for granted, but when we see what is happening in other tourism destinations, and when we read what the big boys in the regional world of tourism are saying, we must and we should be humble enough to say congratulations to the team at the Tourism Board who have worked hard during 2012,” Minister St.Ange said.
“But as we celebrate as a country on our achievements of 2012, we must also appreciate that the existing public/private sector partnership has brought positive results for Seychelles. The private sector has worked side by side with the government agencies in the promotion of Seychelles, and they have again shown their commitment by coming out last December to work with the Tourism Board on the country’s 2013 marketing plan. I have personally maintained a close working relationship with the private sector and continue to meet their elected representatives on a regular basis,” the Seychelles Minister for Tourism said.
Seychelles is today receiving in visitor arrival numbers well over 2 times its total population and around 5 times its adult working population. These mid-ocean tropical islands with a weather pattern that has given them the name of the tourism destination with a perpetual summer are dependent on their tourism industry. This is why the islands’ Minister responsible for Tourism and Culture is often heard saying that they are not allowed to fail in their work to market the islands and to continue to consolidate the Seychelles tourism industry.
“As we start 2013, my appeal is to the tourism industry as a whole to continue to work as a united team for Seychelles. In so doing, each and everyone will see their respective businesses grow. You have been calling for more funds to go to marketing, and the 2013 government has heard your pleas, and you will continue to be consulted on how we spend these funds that will be operated from an account at a private bank. We understand the need to now gradually increase further the yield from tourism, and we commit to working with the trade as they review their rates they feel is most suited for their respective business,” Minister Alain St.Ange said.
Hotels in Seychelles have always said that they are not competing among themselves, but suffer when price dumping occurs in the region. This is why Seychelles has been playing a leading role in the Indian Ocean Vanilla Islands Regional Organization. They have said over and over again that if the region works as a team, then each and every island of the region will come out as winners.
The Seychelles President, Mr. James Michel, has declared that 2013 will be the year for “Striving for our Seychelles,” in order to reinforce the progress that has been achieved and to overcome the challenges of the continued global recession. The Seychelles President said that the life of a people is defined by the capacity to overcome difficulties, overcome obstacles, without giving up, and that these abilities are what make us stronger as human beings and render us valiant as a people.
President James Michel said as he declared the theme for the islands and that: “Life does not improve by chance. Progress comes from positive changes and hard work. We have to sail away from the coast in order to discover new oceans, new horizons. Have courage. Have belief. Assume our responsibilities…”
The Seychelles President’s message reaffirms the conclusions of the last marketing meeting held at the Hilton Silhouette Labriz Resort and Spa where the private sector trade and the Tourism Board sat together and agreed to move to discover new oceans and new horizons for the country’s tourism industry.
“It was agreed at the 2012 marketing meeting that Seychelles needed to remain proactive and to continue to work on diversification of our island’s tourism markets as we relook at measures to reclaim our fair share of the traditional main markets. It was also agreed that even more needed to be done to keep Seychelles visible in the 4 corners of the world, and here, the Friends of Seychelles in the Press Fraternity will be called upon to assist,” Minister St.Ange said.

On the eve of the New Year, the Seychelles President, Mr. James Michel, has met with the Minister for International Relations and Cooperation of South Africa, Mrs. Maite Nkoana-Mashabane, at State House. The Minister and her delegation are on a short official visit to Seychelles.
Minister Nkoana-Mashabane conveyed the warm greetings for the New Year to the President and the people of Seychelles from the President of South Africa, Jacob Zuma, who was last in Seychelles on a working visit in August this year.
“President Zuma remembers warmly his visits to Seychelles and is encouraged by the leadership of President Michel in the work to resolve the crisis in Madagascar. We have come a long way together in our joint efforts in SADC to bring stability to the country,” said Minister Nkoana-Mashabane.
President Michel also conveyed New Year wishes to the President of South Africa and expressed his gratitude for the support of South Africa, and in particular the personal efforts of President Zuma, for working closely with Seychelles to develop programs of cooperation, which Mr. Michel said is a “strategic partnership for the prosperity of the peoples of the two countries.”
“We have a common view of development in Africa, and South Africa has a special perspective on the needs of Small Island Developing States, and has supported us in our efforts to bring regional peace and stability. We have discussed a number of socio-economic issues which will enable us to work towards strengthening our bilateral cooperation,” said President Michel.
Minister Nkoana-Mashabane also met with the Minister for Foreign Affairs, Jean Paul Adam, yesterday, where they discussed expanding cooperation in the health sector, tourism trade, and investments, as well as in culture and sports, through the sharing of expertise, training for personnel, and deepening dialogue to maximize potential partnerships. Other areas of cooperation discussed include educational support through the provision of further scholarships and possible collaboration with the University of Seychelles, and closer collaboration in the area of maritime security in the Indian Ocean, as well as the support of maritime-related industry in the region.”
